For conspicuous gallantry and intrepidity at the risk of his/her life above and beyond the call of duty while responding to an officer involved shooting on July 16, 2009

With word of multiple police officers’ down and with gunfire still in progress he/she boldly remained in the open, seeking cover and concealment where he/she could while endeavoring to reach, extract, and care for the injured officers. He/She, without hesitation and with complete disregard for his/her personal safety provided exceptional patient care under the most dangerous of circumstances. With undaunted courage, intrepid spirit, and unwavering devotion to duty in the face of serious injury or death, he/she reflects great credit upon himself/herself while upholding the highest traditions of the Jersey City Medical Center EMS Department and Emergency Medical Services around the world.

Incendiary Device Incident

  • EMT/Dispatcher Ramon Lizardo

While in the hospital lobby, EMT/Dispatcher Lizardo was approached by a person carrying a possible incendiary device and threatening to detonate it. In response to the threat EMT/Dispatcher Lizardo acted quickly and calmly, exposing himself to potentially serious injury or death by escorting the individual and the suspicious package outside the building. At the same time he discretely contacted HUDCEN who in turn notified security and connected him directly with the police department. By keeping the individual outside the building and simultaneously providing descriptive and other vital information to responding personnel, EMT/Dispatcher Lizardo greatly minimized the potential for death, injury, and destruction that the detonation of this device inside the building could have caused. By his decisive actions, bold initiative, and complete dedication to duty, EMT/Dispatcher Lizardo reflected great credit upon himself and upheld the highest traditions of the Jersey City Medical Center EMS Department and Emergency Medical Services around the world.

Operating in concert with the Jersey City Police and Fire Departments, the Port Authority Police Department and others, the team’s monumental drive greatly impacted the stabilization of the incident. In addition to her already numerous and diversified responsibilities, Coordinator DeGeorge led the top to bottom revision of the Department’s Policies and Procedures in preparation for the CAAS Accreditation application while at the same time playing a central role in the financial monitoring of the Department’s expenses and receivables.
